Each year, the ATPE House of Delegates (HOD) have the opportunity to review and revise the ATPE Legislative Program, the platform of education positions guiding ATPE’s advocacy efforts in Austin and in Washington, D.C.
The HOD receives a report from the 20-person ATPE Legislative Committee, which includes a member from each of ATPE’s 20 regions. To develop its report, the ATPE Legislative Committee reviews each position in the program and considers both member feedback and the current political climate. The committee may recommend that the HOD add, delete, or amend any position in the program.
The 2024 HOD adopted a comprehensive reorganization of the ATPE Legislative Program as proposed by the 2023-24 Legislative Committee. The positions were organized under five subject-area headings to make the overall document more cohesive, and the committee also proposed a preamble to serve as an introduction and purpose statement for the program.
The preamble as adopted by the HOD reads:
As the preeminent group of educators in our state, the Association of Texas Professional Educators (ATPE) seeks, in partnership with parents, public officials, and other community members, to provide current and future generations of young Texans with a free and appropriate public education. Texas students deserve the opportunity to receive a well-rounded education. We believe it is the state’s constitutional duty to provide adequate funding for the provision of safe, modern schools and the resources required to meet the needs of all students and those who educate them. We further believe educators are the single most important resource in Texas public schools and that the state must provide the compensation and support required to attract and retain highly qualified, caring professionals.
